Will it work to convert a standard RCA video output to play on a computer LCD screen with only a VGA input?

The PC to TV converter goes the opposite direction from what you are describing. It will go from a computer and output to an RCA connection on the TV. If you want to display an RCA source onto a VGA monitor you would need to use a standalone TV Tuner. Something like our Standalone Computer Monitor TV Tuner, part SW-4677 would work just fine. That part will take your RCA source and convert it to VGA to be displayed on your computer monitor.
