Can this express card be used to attach a parallel dongle (which used to go into the parallel port of the old laptop) into a netbook?

No, this adapter only supports simple printing functions. For a true parallel port you will need the <##SW-8662##Quatech Parallel Express Card##>. It supports most types of parallel security dongles.
