I have a USB modem provided by a cellular company, UTSTARCOM UM100C. Will the Windy31 work with this modem?

Yes it will. This device does not interact at all with your modem, your modem gives an internet connection to your computer, and then this device shares your computers internet connection over the router (it doesn't care where the internet connection comes from, as long as it is there)
